Mr. Hilton conceptualized the Specie Legal Tender Act, which was passed by the Utah Legislature in 2011 with important amendments adopted during the 2012 session. He founded Citizens for Sound Money in 2010, the Utah Monetary Summit in 2011, and the Utah Precious Metals Association in 2012 to promote the commercial framework necessary to implement Utah's new monetary system. Also in 2012, American Principles in Action, a Washington DC based public policy think tank, announced the addition of Mr. Hilton to its Gold is Money advisory board.


He holds both Juris Doctorate and Masters of Business Administration degrees from Brigham Young University. Admitted to both the Utah and California bar associations, he has practiced in the area for insurance coverage and defense for more than 20 years. Jaime Narbon is a master’s student in political economy at the Swiss Management Center University. He is also an economist at the US Bureau of Labor Statistics and the president of the National Economists Club. Norbert Michel, The Heritage Foundation’s research fellow in financial regulations, studies and writes about financial markets and monetary policy, including the reform of Fannie Mae and Freddie Mac.  Working in Heritage’s Roe Institute for Economic Policy Studies, Michel also focuses on the best way to address difficulties at large financial companies (the “too big to fail” problem).  

Before rejoining Heritage in 2013, Michel was a tenured professor at Nicholls State University’s College of Business, teaching finance, economics and statistics at the AACSB-accredited school in Thibodaux, La. His earlier stint at Heritage was as a tax policy analyst in the think tank’s Center for Data Analysis from 2002 to 2005. 

He previously was with the global energy company Entergy, where he built a logistic regression model to help predict bankruptcies of commercial clients. His work allowed Entergy to better monitor monetary losses caused by customers’ delinquent payments. 

Michel holds a doctoral degree in financial economics from the University of New Orleans.  He received his bachelor of business administration degree in finance and economics from Loyola University. He currently resides in Alexandria, VA.

John is currently a Principal with Sutter’s Mill Valuation Services, a consulting firm specializing in life contingent valuations.  He is also the Corporate Secretary for the American Institute for Economic Research in Great Barrington, MA.


At MassMutual (1999 – 2007), John led the development of innovative products and managing key regulatory initiatives.  He was appointed MassMutual’s first Chief Risk Officer in 2005 and developed a matrix organization to consolidate risk reporting systems.  He sponsored the development of a value-added accounting system for strategic decision making.

From 1992-97, John played a key role in the management team that grew AIG’s U.S. life insurance assets from $1 billion to $4.5 billion.  This required a complete overhaul of the companies’ product portfolio, the addition of leading edge products and the rebuilding of the sales organization. John was also deeply involved in AIG’s M&A activity during this period.


John graduated from St. Olaf College in Northfield, MN, with a BA in economics and mathematics.  After serving three years as an officer in the Navy, he did graduate work in economics at Harvard before beginning an actuarial career.  He is a Fellow in the Society of Actuaries.
